Bethel uses the Administrative Council form of organization for small membership churches as described in the United Methodist Church Book of Discipline. Council meetings are held on the Second Sunday of each month, following a covered dish dinner. Although church officers are approved in a "charge conference" in the fall for calendar year appointments, all members of the church are invited to attend the Administrative Council meetings.
